Updated Guidelines for Foreigners with a Work Permit Entering Thailand

According to the Regulation Issued under Section 9 of the Emergency Decree on Public Administration in Emergency Situations No. 12, issued on 30th June 2020, the Thai government has allowed specified groups of Thai and foreign travelers to enter Thailand as of 1st July 2020.

One of the permitted groups includes foreigners who have a Work Permit or WP3 (Approval Letter for Working in Thailand issued from the Ministry of Labour) or a Certification Letter issued from the Board of Investment (BOI). In this regard, Thailand’s Ministry of Labour and the BOI have officially opened for WP3 applications and BOI Certification Letters to support this updated practice. Thai Embassies and Thai Consulates are now open for Non-Immigrant B Visa applications.

Foreigners must also comply with the Order of the Centre for COVID-19 Situation Administration which was issued on the same day, 30th June 2020, prescribing the required conditions and procedures before and after entering Thailand.

The following documents must be prepared before departure and presented to the airline check-in counter at the airport, before travelling to Thailand:

1. Certificate of Entry (COE) issued from the Thai Embassy/Thai Consulate;
2. Medical certificate affirming good health for travelling (Fit to Fly/ Travel Health Certificate);
3. Medical certificate affirming a negative result of Corona (COVID-19) RT-PCR test examined or issued not over 72 hours before departure; and,
4. COVID-19 Insurance with a minimum coverage of USD 100,000.

The COE will be given to foreigners after the Thai Embassy has received proof of confirmed reservation at the Government-designated Alternative State Quarantine (ASQ) facility for 14 days at the foreigner’s own expense.

After entering the Kingdom, foreigners will be subject to a 14-day state quarantine at an ASQ facility and obliged to comply with the Government’s disease prevention measures. The updated list of ASQ are listed below.
